Authorities

  • The Syndicate shall consist of

    • The Vice-Chancellor, who shall be its Chairman;
    • The Pro-Vice-Chancellor, if any;
    • One member of the Provincial Assembly of the Punjab to be nominated by the Speaker of the Assembly;
    • Two members of the Senate to be elected by the Senate;
    • The Chief Justice of the Lahore High Court, Lahore or his Nominee from amongst the Judges of the Lahore High Court;
    • Secretary to the Govt. of the Punjab, Education Department or his Nominee, not below the rank of Additional Secretary;
    • Secretary to the Govt. of the Punjab, Finance department or his nominee, not below the rank of Additional Secretary;
    • One nominee of the University Grants Commission;
    • One Dean to be nominated by the Chancellor on the recommendation of the Vice-Chancellor;
    • One Professor, one Associate Professor, one Assistant Professor and one such Lecturer as has completed a minimum of two years Service in the University to be elected respectively by and from amongst themselves;
    • Three Persons of eminence (including one scholar of Islamic Jurisprudence and one Woman not serving in any educational institution) to be nominated by the Chancellor;
    • One Principal of the affiliated colleges to be nominated by the Chancellor;
    • Members of the Syndicate, other than Ex-Officio Members, shall hold office for three years.

    The Quorum for a meeting of the syndicate shall be one half of the total number of Members, a fraction being counted as one.

  • The Senate shall consist of

    • The Chancellor
    • The Pro-Chancellor
    • The Vice-Chancellor
    • The Pro-Vice-Chancellor
    • The Members of the Syndicate
    • The Deans
    • The Directors of Institute
    • The University Professors and Professors Emeritus
    • The Chairman of the Teaching Departments
    • The Officer or Teacher in charge of Students affairs (by whatever designation called)
    • Fifteen Lecturers and Assistant Professors and eight Associate Professors having at least three years service to be elected by the University Teachers from among themselves
    • The Chairman, Board of Technical Education, Lahore
    • The Chairman, Board of Intermediate and Secondary Education in the Punjab
    • Four Registered Graduates to be elected by all such graduates from among themselves
    • Four Persons eminent in the arts, the science and the Professions, to be nominated by the Chancellor
      • The Registrar
      • The Treasurer
      • The Controller of Examination
      • The Librarian
    • Member of the Provincial Assembly of the Punjab to be elected in the following manner:-
      • One Member from each division excluding Lahore Division to be elected by the Members of the Provincial Assembly from that division and
      • One member from each District of the Lahore division to be elected by the members of the Provincial Assembly from that division.
    • All the Directors of Education and the Director of Technical Education within the Territorial limits of the University and
    • The Principals of the affiliated Colleges.

    Notes:

    • The Chancellor, or in his absence, his nominee, shall be the Chairman of the senate.
    • Members of the Senate, other than ex-officio Members, shall hold office for three years.
    • The Senate shall meet at least twice in every year on dates to be fixed by the Vice-Chancellor with the consent of the Chancellor.
    • The Quorum for a Meeting of the senate shall be one-third of the total Numbers of members, a fraction being counted as one.
  • The Selection Board shall consist of:-

    • The Vice-Chancellor (Chairman
      • The Pro Vice Chancellor.
    • The Chairman, or a member of the Public Service Commission, to be nominated by the Chairman.
    • The Dean of the Faculty concerned;
    • The Chairman of the Teaching Department concerned;and
    • One member of the Syndicate and two other men of eminence, to be appointed by the Syndicate; provided that none of the three are employees of the University.
    • The members mentioned in clause (v) of sub-paragraph (1) shall hold office for two years.
    • The quorum for the Selection Board in case of selection of a Professor or Associate Professor and other teachers shall be four and three respectively. In case of officers other than teachers, the Selection Board shall consist only of members mentioned at (i), (ii) and (v) of Sub-Paragraph (1).
    • No member who is a candidate for the post to which appointment is to be made shall take part in the proceedings of the Board.
    • In selecting candidates for the posts of Professors and Associate Professors, the Selection Board shall co-opt or consult three experts in the subject concerned and in selecting candidates for other teaching posts, two experts in the subject concerned, to be nominated by the Vice-Chancellor from a standing list of experts for each subject approved by the Syndicate on the recommendation of the Selection Board and revise from time to time
  • The functions of the Finance and Planning Committee shall be

    • to consider the annual statement of accounts and the annual and revised budget estimates and advise the Syndicate thereon;
    • to review periodically the financial position of the University;
    • to advise the Syndicate on all matters relating to planning, development, finances, investments and accounts of the University; and
    • to perform such other functions as may be prescribed by Statutes.
  • The Discipline Committee shall consist of:

    • Chairman to be nominated by the Vice-Chancellor;
    • two Professors to be nominated by the Academic Council;
    • one member to be nominated by the Syndicate;
    • Director, Students Affairs (Member/Secretary);
    • Suspended under orders of the Government.
    • Senior Tutor of the University; and
    • Senior Warden of the University Hostels.
    • The term of office of the members of the Committee excluding Ex-officio members shall be two years.
    • The quorum for a meeting of the Discipline Committee shall be four members.
    • The functions of this Committee shall be:-
    • to propose Regulations to the Academic Council for the conduct of University Students, maintenance of discipline and breach of discipline; and
    • to perform such other functions as may be prescribed by Regulations.
  • There shall be a separate Board of Studies for each subject or group of subjects as may be prescribed by Regulation.

    • Each Board of Studies shall consist of all the teachers of the Department concerned three to five experts or teachers, other than University teachers to be appointed by the Syndicate.
    • The number will be determined by the Syndicate according to the need of each Board; and
    • One representative of the teachers of each Affiliated College teaching at Graduate and Post Graduate levels in that subject to be nominated by the Academic Council.
    • The term of office of Members of the Board of Studies other than ex-officio members shall be three years.
    • The quorum for meeting of the Board of Studies shall be one half the number of members, a fraction being counted as one.
    • The Chairman of the University Teaching Department concerned shall be the Chairman and Convenor of the Board of Studies.
    • Where in respect of a subject there is no University Teaching Department, the Chairman shall be appointed by the Syndicate.
    • The functions of the Board of Studies shall be to advise the Authorities on all academic matters connected with instruction, publication, research and examination in the subject or subjects concerned;
      • to propose curricula and syllabi for all degree, diploma and certificate courses in the subject or subjects concerned:-
      • to suggest a panel of names of paper setters and examiners in the subject or subjects concerned; and
      • to perform such other functions as may be prescribed by Regulations.
  • There shall be a Board of each faculty which shall consist of:-

    • The Dean to be appointed in the manner prescribed in sub-paragraph (2) of paragraph 2;
    • The Professors and the Chairmen of the Teaching Departments comprised in the Faculty;
    • Two members of each Board of Studies, comprised in the Faculty, to be nominated by the Board of Studies concerned;
    • Three teachers to be nominated by the Academic Council by reason of their specialized knowledge of the subject which, though not assigned to the Faculty have in the opinion of Academic Council, important bearing on the subject assigned to the Faculty; and
    • One Associate Professor and
    • One Assistant Professor or Lecturer to be taken by rotation in order of seniority from each department in the Faculty.
    • The members mentioned in clauses (iii) and (iv) of sub-paragraph (2) shall hold office for three years.
    • The quorum for a meeting of the Board of a Faculty shall be one- third of the total number of members, a fraction being counted as one.
    • The Board of each Faculty shall, subject to the general control of the Academic Council and the Syndicate, have the powers:-
      • to co-ordinate the teaching, publication and research work in the subject assigned to the Faculty;

      • to perform such other functions as may be prescribed by Statutes.

    Faculties

    The University shall include the following faculties and such other faculties as may be prescribed by Statutes:-


    i) Faculty of Civil Engineering
    It will comprise of the Departments of Civil Engineering, Transportation Engineering & Management, Architectural Engineering & Design, Institute of Public Environmental Engineering and Research at Lahore, Department of Civil and Environmental Engineering at Kala Shah Kaku Campus, Department of Civil and Environmental Engineering at Faisalabad Campus, NFC, Institute of Engineering & Fertilizer Research, Faisalabad, Government College of Technology, Rasul (B.Tech) and Government College of Technology, Bahawalpur (B.Tech) .

    ii) Faculty of Mechanical Engineering
    It will comprise of the Departments of Mechanical Engineering, Industrial & Manufacturing Engineering, Mechtronics & Control Engineering, Engineering Management, Manufacturing Technologies Development Centre, Automotive Engineering Centre, University Workshops at Lahore, Department of Mechanical, Mechatronics & Manufacturing Engineering at Kala Shah Kaku Campus and RECT, Gujranwala, Department of Mechanical, Mechatronics & Manufacturing Engineering, Department of Textile Engineering at Faisalabad Campus, NFC, Institute of Engineering & Rertilizer Research, Faisalabad, Swedish College of Engineering & Technology, Rahim Yar Khan, Government College of Technology, Railway Raod, Lahore (B.Tech), Government College of Technology, Bahawalpur, (B.Tech), Dr. A.Q.Khan, Institute of Technology, Mianwali (B.Tech) Mechanical i.e. (Mechanical Production, Auto & Diesel, Refrigeration & Air Conditioning).

    iii) Faculty of Electrical Engineering
    It will comprise of the Departments of Electrical Engineering, Computer Science & Engineering at Lahore, Electrical, Electronics & Telecommunication Engineering at Kala Shah Kaku Campus, Department of Electrical, Electronics & Telecommunication Engineering at Faisalabad Campus and RCET, Gujranwala, NFC, Institute of Engineering & Fertilizer Research, Faisalabad, Garrison Science Degree College, Lahore Cantt, Sharif College of Engineering & Technology, Raiwind Road, Lahore, Government College of Technology, Faisalabad (B.Tech), Government College of Technology, Raiwind Road, Lahore, Government College of Technology of Bahawalpur (B.Tech), Dr. A.Q.Khan, Institute of Technology, Mianwali (B.Tech) and so far as Electronics and Communication Engineering are concerned.

    iv) Faculty of Architecture & Planning
    It will comprise of the School of Architecture & Design, Departments of Architecture, Product & Industrial Design and City & Regional Planning.

    v) Faculty of Chemical, Mineral and Metallurgical Engineering

    It will comprise of the Departments of Chemical Engineering, Metallurgical and Material Engineering, Mining Engineering, Geological Engineering, Petroleum & Gas Engineering, Polymer & Process Engineering at Lahore, Department of Chemical, Polymer & Materials Engineering at Kala Shah Kaku Campus, Department of Chemical, Polymer & Process Engineering at Faisalabad Campus, NFC, Institute of Engineering & Fertilizer Research, Faisalabad and Dr. A.Q.Khan, Institute of Technology, Mianwali (B.Tech).

    vi) Faculty of Natural Sciences, Humanities and Islamic Studies.
    It will comprise of the Departments of Physics, Chemistry, Mathematics, Humanities & Social Sciences, Islamic Studies Laser and Optronics Centre, Institute of Business & Management at Lahore, Department of Management Sciences, Department of Natural Science & Humanities at Kala Shah Kaku Campus and RCET, Gujranwala.

     

    Dean

    • There shall be a Dean of each Faculty who shall be the Chairman and Convenor of the Board of Faculty.
    • The Dean of each Faculty shall be appointed by the Chancellor from amongst the three senior most professors in the Faculty for a period of three years and shall be eligible for re-appointment.
    • *Provided that if no professor is available in a Faculty, professor from some other Faculty may act as a Dean till a professor of the Faculty itself is appointed.
    • The Dean shall present candidates for admission to degree (except Honorary Degrees) in the courses falling within the purview of the Faculty.
    • The Dean shall exercise such administrative and academic powers as may be delegated to him.

     

    Teaching Departments and Chairmen

    • There shall be teaching Department for each subject or group of subjects, as may be prescribed by Regulations, and each teaching Department shall be headed by a Chairman.
    • The Chairman of a Teaching Department and the Director of an Institute shall be appointed by the Syndicate on the recommendation of the Vice-Chancellor from amongst the three senior most professors of the department for a period of three years and shall be eligible for re-appointment.
    • *Provided that in a department where there are less than three professors the appointment shall be made from amongst the three senior most Professors and Associate Professors of the department;
    • *provided further that in a Department in which there is no Professor or Associate Professor, no such appointment shall be made and the department shall be looked after by the Dean of the Faculty with the assistance of the senior most teacher of the department.
    • The Chairman of the department shall plan, organize and supervise the work of the department and shall be responsible to the Dean for the work of his department.

     

  • The Advanced Studies and Research Board shall consist of:

    • the Vice-Chancellor (Chairman) (i-a)
    • the Pro Vice Chancellor;
    • the Deans;
    • three University Professors other than Deans to be appointed by the Syndicate;
    • three University Teachers other than professors having research qualifications and experience to be appointed by the Academic Council; and
    • (iv-a) five members from the Industries/Research Organizations/Government Departments nominated by the Syndicate/Chancellor’s Committee.
    • Director of Research, Extension and Advisory Services, as ex-officio Secretary of the Board.
    • The term of office of members of the Advanced Studies and Research Board other than ex-officio members shall be three years.
    • The quorum for a meeting of the Advanced Studies and Research Board shall be one-half of the total number of members, a fraction being counted as one.
    • The functions of the Advanced Studies and Research Board shall be:-
    • to advise the Authorities on all matters connected with the promotion of advanced studies, publication and research in the University;
    • to consider and report to the Authorities on the institution of research degrees in the University;
    • to propose Regulations regarding the award of research degrees; to appoint supervisors for research students and to determine the subjects of their theses;
    • to recommend panels of names of paper setters and examiners for research examinations after considering the proposals of the Board of Studies in this behalf; and
    • to perform such other functions as may be prescribed by Statutes
  • The Academic Council shall consist of

    • The Vice-Chancellor; (Chairman)
    • The Pro-Vice-Chancellor;
    • The Deans;
    • The Directors of Institute;
    • The University Professors including professors Emeritus;
    • The Chairman of the teaching departments;
    • Education secretary, the director public instructions, Punjab and the Director of Technical Education, Punjab;
    • All Professors, Associate Professors and equal number of Assistant Professors or Lecturers to be elected by Teachers of the University from amongst themselves; provided that at least one Associate Professor or an Assistant Professor or an Assistant Professor or one Lecturer is represented in the Academic Council from each Teaching department of the University;
    • Three persons eminent in the arts, the sciences and the Profession of whom one shall be from each category to be nominated by the Chancellor;
    • The Registrar;
    • The Librarian; and
    • The controller of Examinations.

    Members appointed by nomination or election shall hold office for three years.
    The quorum for a meeting of the academic council shall be one-third of the total number of members.

  • The Affiliation Committee shall consist of:

    • Chairman to be nominated by the Syndicate;
    • two Professors to be nominated by the Academic Council;and the
    • Director of Education of the Region concerned and the Director of Technical Education.
    • The term of office of the members of the Committee excluding ex-officio members, shall be two years.
    • The Affiliation Committee may co-opt not more than three experts.
    • The quorum for a meeting of or for an inspection by the Affiliation Committee shall be three.
    • An officer of the University to be designated by the Vice-Chancellor for this purpose shall act as the Secretary of the Committee.
    • The functions of the Affiliation Committee shall be
    • to inspect the educational institutions seeking affiliation with, or admission to the privileges of the University and to advise the Academic Council thereon
    • to inquire into complaints alleging breach of conditions of affiliation by affiliated colleges and to advise the Academic Council thereon; and
    • to perform such other functions as may be prescribed by Regulations.
